Three Broomsticks

Article I: Purpose

The purpose of the Three Broomsticks (hereafter referred to as The Club) is to appreciate and experience the Harry Potter book series by J.K. Rowling. The Club will allow its members to live in the Harry Potter universe through its various activities.

Article II: Membership

A. The Club is an undergraduate student organization and as such, the majority (50% + 1) of the active membership must consist of undergraduate students. However, graduate and non-student membership is welcome. There are two types of members, Active and Associate. These will be defined below.
a. Active: Only currently employed faculty, staff and currently registered students are eligible for   active membership.
 i. There must be 20 active members at all times.
ii. Only active members may vote, preside, officiate, or solicit funding on The Club’s behalf.
b. Associate: All other persons such as non-currently employed faculty, staff and non-currently registered students as well as graduate students and local residents are eligible for associate membership
i. There can be no more than 50% + 1 associate members
ii. Associate members cannot vote, preside, officiate or solicit funding on The Club’s behalf.
iii. Associate members can take place in club activities.

B. The Club does not discriminate on the basis of race, religion, sex, physical handicap, or creed. Members of all backgrounds may contribute equally.
C. New Membership and Recruitment
a. Any and all new members will be given full disclosure during recruitment, including but not limited to the disclosure of:
i. New Membership Manual
ii. Schedule of New Member Events and Activities
iii. A list of responsibilities
iv. A definition of personal rights, and a copy of the University Hazing policy, prescribed by Policies and Rules for Student Organizations.
b. All members, including but not limited to new members and recruits, reserve the right to refrain from participating in any activities without consequence, based upon personal/religious beliefs, personal values, or moral reserve as defined by the member.
c. Any and all interaction/activity between members and/or new members will be limited to guidelines stated by university policy, as well as local, state, and federal laws.
D. Membership Removal
a. The club reserves the right to expel a member who is not following the policies of the organization with a super majority vote of attending members.
b. Of the attending members, a quorum, or 75% of active members, must be present.

Article III: Officers

A. Only full-time, officially registered active student members shall be eligible to serve as appointed or elected officers in The Club.
a. An officer must be able to serve for one full academic year.
b. The USG Supreme Court/GSA Judiciary Committee must approve further limitations, such as semester standing.
B. Officer Positions and Responsibilities:
a. President (referred to as Head Boy/Girl)
i. Will function in equal capacity as the Vice President
ii. Duties include but are not limited to:
1. Preside over general meetings
2. The official representative of the club
3. Power to appoint officers
4. Power to call a vote
5. In the event of a tie, the president will cast the tie-breaking vote
6. Ability to create committees
b. Vice President (referred to as Head Boy/Girl)
i. Will function in equal capacity as the President
ii. Duties include but are not limited to:
1. Assist the president
2. Preside over meetings in conjunction with and/or in the absence of the President
3. Preside over all committees
4. Can serve as a surrogate of the president at official functions
5. Ability to create committees
c. Secretary (referred to as a Prefect)
i. Duties include but are not limited to:
1. Taking minutes at meetings
2. Secretary will preside over meetings in the absence of both the President and Vice President
d. Treasurer (referred to as a Prefect)
i. Duties include but are not limited to:
1. Maintenance of funds
2. Head of fundraising committee
3. Conducts all financial transactions for club via ASA
e. Committee Heads (referred to as Prefects)
i. Duties include but are not limited to:
1. Report to Vice President
2. The establishment and management of all committees
3. Hold a seat in the Yule Ball and Tri-Wizard committees
f. Heads of Houses (4 in total)
i. Elected by their respective Houses
ii. Duties include but are not limited to:
1. Organization of house events
2. Duties regarding publicity
3. Fundraising
4. T-shirt and club paraphernalia
5. Hold a seat in the Yule Ball and Tri-Wizard committees
C. Impeachment:
a. Any elected or appointed officer may be impeached if it is found s/he is not fulfilling the duties outlined for that office.
b. Any member may call for a vote if the officer has been absent from five (5) or more meetings per semester without providing advance notice to the President or Vice President.
c. A motion for impeachment must be seconded.
i. The member making the motion will then be asked to present the case against the officer, and the officer will have an opportunity to respond.
d. A vote of impeachment will take place with a quorum of 75% of active members.
e. A majority of 75% of members and officers is necessary for impeachment.
f. If the vote is passed, the impeached officer must step down and a special election will occur to fill the vacated position.
Article IV: Meetings

A. General Meetings will be held once a week
B. The Officers will determine if meeting time, location or frequency will change. Any changes must be agreed on at a general meeting by a quorum of active members.
C. Only an elected Officer or appointed Officer may call a special meeting.
D. Members will be notified of special and regular meetings by the officers and/or the website/listserv.
E. Adequate advanced noticed of meetings must be given to all members.

Article V: Voting

A. A quorum will consist of 75% of active membership for the purposes of voting, elections, and amendments to the constitution.
B. A majority will consist of 50% + 1 for the purposes of voting and elections.
C. For the purposes of changing the constitution, there must be a majority of 52%

Article VI: Finances

A. All organization funds are to be handled exclusively through the Associated Student Activities (ASA) office, via the Treasurer.
B. The payment of dues is a necessary condition for membership.
a. Dues will be set at $10 a semester or $15 for the year. Any changes in the amount will be determined by officers and agreed on by the group in a general meeting.
b. Dues will be collected once at the beginning of each semester. However, dues may be handed to the treasurer at any time.
C. Any and all funds being spent must be agreed on by the group as outlined in voting procedures.

Article VII: Elections

A. Nominations for officer positions shall take place at the general meeting no less than 4 weeks before the completion of the spring semester.
a. Nominations will be open for 2 weeks.
b. Nominations may take place at general meetings or via the listserv.
c. An officer must officially close nominations 2 weeks before the completion of the spring semester.
d. One meeting before the meeting at which nominations will begin, it will be announced by the officers when and how nominations will take place. At this time, it will be explained to the group how elections will proceed. It is the responsibility of the officers to make clear what the election and nomination procedures are.
B. No one involved in conducting the elections may be an official candidate.
C. Nomination procedures:
a. At a general meeting or via the listserv, someone can nominate a person for an office.
b. Someone else must second that nomination
c. The person nominated must accept the nomination
D. Election procedures:
a. The meeting following the closing of nominations a secret ballot will be held.
b. A non-nominated member of the group will leave the room to count the ballots.
c. The person with the most votes for a position wins that position
d. In the event of a tie, the President will cast the tie-breaking vote.
e. Special elections will follow the same procedures.
E. New officers begin their terms of office at the start of the fall semester.
a. During the summer, the previous holder of the office will keep in contact with the new officer so that he or she may learn his or her responsibilities, The Club’s business and University regulations.

Article VIII: Amendments to the Constitution

A. Amendments will be discussed and agreed upon by the officers before being brought to a vote by the memberships.
a. All active members may propose amendments
b. All amendments are subject to approval by the USG Supreme Court/GSA Judiciary Committee
c. Approved amendments take effect immediately after approval

Article IX: Parliamentary Authority

A. The parliamentary authority used to cover cases not specifically covered by the constitution will be Roberts Rules of Order, Newly Revised by Sarah Corbin Roberts.

Article X: Accessibility of this Constitution

A. Copies of the constitution will be available to anyone upon request
B. An electronic copy will be kept on The Club’s website
