Constitution
Purpose
A. The purpose of the College Libertarians is to educate students and community members about the democratic process and o provide an outlet for the libertarian political viewpoint. Furthermore, the College Libertarians will work toward the election of libertarian-minded candidates for public office.
Membership
A. At all times, the majority of all active members shall be full-time, officially registered, undergraduate students at University Park. At no time shall any officer of the organization request confirmation of the status of any member nor disparage any member thereof.
B. The organization shall strive to have at least 20 active members. All members shall be considered Active members. Only active members may vote, preside, officiate or solicit funding on behalf of the organization.
C. The organization will not restrict general membership. Furthermore, the organization will uphold Penn State non-discriminatory clause and will not discriminate on the basis of age, ancestry, color, disability or handicap, national origin, race, religious creed, sex, sexual orientation, gender identity or veteran status. This organization will not restrict membership based on characteristics of a member that are intrinsic to the identity of that member, and are not essential to the potential value of that student as a member of that organization and the Penn State University at large.
D. Any and all new members will be given full disclosure during recruitment. All of these documents, including a New Member Manual, Schedule of New Member Events and Activities, a list of responsibilities and a copy of the University Hazing Policy shall be available to any member.
E. All members, including but not limited to new members, reserve the right to refrain from participating in any activities without consequence, based upon personal/religious beliefs, personal values or moral reserve as defined by the member.
F. Any and all interaction/activity between members and/or new members will be limited to guidelines states by university policy, as well as local, state and federal laws.
G. The club reserves the right to expel a member who is not following the policies of the organization with a super majority vote of attending members, with a quorum of at least 15 members present.
Officers
A. Only full-time, officially registered active student members shall be eligible to serve as appointed or elected officers. Further limitations are subject to CSE approval.
B. No officer or member shall not construe to deny or disparage the ability of any person to serve as an officer or member.
C. The President is the spokesperson for the organization. The President presides at all meetings, using Robert’s Rules of Order to lead the aforementioned. Furthermore, the President shall be the official club representative at all external events.
D. The Vice-President shall serve as President when the President is unable to do so. The Vice-President shall coordinate all committees, and service the requests of the President.
E. The Treasurer shall be charges with handling all organizational finances. This power may be subordinated to the President, with the advice and consent of the general membership.
F. The Secretary shall record the minutes at all meetings.
G. The Web-team coordinator shall manage the web site of the organization.
H. Vacancies shall be filled by the president with the advice and consent of the general membership.
Meetings
A. The College Libertarians will meet at least two times per semester.
B. The President, with the advice and consent of the Vice-President, may change meeting frequency.
C. The President may call special meetings as he/she sees it fit.
D. Members shall be notified by the President of all meetings through official Penn State email addresses.
E. Proper advance notice of all meetings shall be given to all members.
Voting
A. Only active members may vote.
B. Quorum for all voting shall be 33% of the active membership.
C. A simple majority shall be necessary for all votes, except as prescribed by Robert’s Rules of Order.
Finances
A. All organizational funds are to be deposited and handled through the Associates Student Activities.
B. The organization shall not have any bank account with any other entity.
C. Dues shall be optional at all times and not required for membership.
D. The President may spend up-to the current value of one tenth of a troy ounce of gold each week with the advice and consent of the membership.
Elections
A. Nominations and elections shall take place during the spring semester.
B. This meeting will be properly publicized.
C. The advisor or other staff member of the university shall be the presiding official during times of election and nomination. This may be suspended with the advice and consent of the membership.
D. Any member may nominate an active member for any office.
E. Voting shall be conducted in a secret way, as determined by the membership.
F. If greater than 50% cannot be obtained, the candidate with the lowest number of votes shall be dropped from consideration. Voting shall be conducted again.
G. All officers serve for a term of one year, beginning at the completion of the meeting immediately following the meeting after which elections shall have been conducted.
Amendments
A. Amendments to this constitution shall be entertained during the New Business section of a meeting of the general membership of the organization. Voting shall occur at the meeting immediately following the introduction of the amendment. The amendment shall be subject to approval by the CSE.
Accessibility of this Constitution
A. Copies of this constitution shall be made available to anyone upon request.
Advisor
A. This organization shall strive to have an advisor at all times. The advisor shall be a faculty or staff member of the university.
B. The advisor shall be selected with the advice and consent of the general membership.
