HER is an independent, refereed journal published by graduate students of the Higher Education Program at the Pennsylvania State University. Our mission is to make a substantive contribution to the higher education literature through the publication of high-quality research studies, scholarly papers, and literature reviews in areas related to the university, the four-year college, and the community college. In so doing, we provide graduate students first-hand experience with the publishing process.
The Journal is distributed to over 30 higher education graduate programs nation-wide and is electronically available, free of charge, on our web site. Authors must be currently-enrolled graduate students or have written their manuscript while still in graduate school. Graduate students from a variety of disciplines and fields (e.g., education, sociology, economics, law, and psychology) are encouraged to submit their work for consideration. Submissions are accepted year-round.
Types of Manuscripts Considered
Manuscripts should include a clearly specified research question, present a theoretical or conceptual framework, employ appropriate research methods, and contribute knowledge to the body of higher education literature. HER will consider:
- Studies employing qualitative, quantitative, or mixed research methods
- Literature reviews revealing critical gaps in existing research
- Theoretical analyses of important issues in higher education
- Reports of preliminary findings from a larger project (e.g., a thesis or dissertation)
- Analyses of federal, state, or institutional policy
- Examinations of historical issues in higher education
Submission Guidelines
When preparing a manuscript, authors must adhere to the guidelines in the Publication Manual of the American Psychological Association (5th ed.), as well as those noted below:
- Manuscripts should not exceed 25 pages, excluding title page, abstract, references, tables, figures, and appendices.
- The abstract should be 75 to 100 words.
- Authors’ names should appear only on the title page; other indications of authors’ identities should be deleted.
- Complete and include the Checklist for Authors form.
- Submit manuscript to HigherEducationInReview@psu.edu as a Word-compatible (e.g., .doc, .rtf) attachment.

Submission Checklist
(also available in the Call For Papers PDF)
Authors, please verify that:
Your submission is directly relevant to postsecondary education (including public and private universities, colleges, and community colleges)
Your submission falls into one of the following categories:
a. Research paper, including those focusing on preliminary or pilot-study findings
b. Policy or legal analysis
c. Literature review that discloses relevant gaps in existing research and areas for further investigation
d. Theoretical analysis of an important issue in higher education
e. Historical paper
You have removed all identifying information from the manuscript (e.g., your name, self-references, references to your home institution), including identifying properties in Word documents (To do this in Word click on the Tools menu > Options > Security > Remove personal information from file properties on save.)
Your submission follows APA formatting guidelines as per the Publication Manual of the American Psychological Association (5th ed.)
You have included an abstract of 75 to 100 words
All citations have been checked for inclusion in the reference list
You have included your name, institution and program name, mailing address, and the category of your submission (as described in item 2a-e) in the email or cover letter
The first author is a current graduate student or wrote the paper while in graduate school
